Township Forums are the local element of Wigan Borough Partnership and contribute to the delivery of the Sustainable Community Strategy and Local Area Agreement.
The communities of Orrell, Billinge and Winstanley are located at the eastern edge of Wigan Borough, with access to the M6 motorway. These areas were once flourishing mining communities, though today the suburban nature of the township means that this link with the past has virtually vanished.
With 6th form colleges at St John Rigby and Winstanley, primary and secondary schools and also the highly successful Hope special school, the area has strong academic credentials. The Orrell Rugby Union team is a source of local pride and for those who enjoy walking, fishing or birdwatching, the former reservoir at Orrell has been transformed into an attractive water park where over 100 species of birds have been recorded.
Regular successes in Wigan Borough in Bloom and the wider North West in Bloom come thanks to community groups in Orrell, where new flowers and planting, notably at the Orrell Post junction, are a highlight for visitors and passers-by.
The parliamentary constituency of Makerfield includes this township, and three councillors from the two wards of Orrell and Winstanley represent the area on Wigan Council.

It asks residents about many different issues including how they feel about their local area, the services they receive and about local issues such as anti-social behaviour, litter and transport.
