Township Forums are the local element of Wigan Borough Partnership and contribute to the delivery of the Sustainable Community Strategy and Local Area Agreement.
Orrell Billinge Winstanley Township the most south westerly Township and is split by the M6 motorway into the electoral Wards of Orrell to the west and Winstanley to the east. The main population centres are around the two towns of Orrell and Winstanley as well as the smaller areas of Longshaw, Higher End and Goose Green. The Township contains both St John Rigby and Winstanley colleges.

It asks residents about many different issues including how they feel about their local area, the services they receive and about local issues such as anti-social behaviour, litter and transport.
